Anyway, the reinforcement parameter you're asking for is called reinforcement and equals the max percentage of the total IC available for the country that can be used for reinforcements. Note that the country could use less then the value you're setting there if there are no units to reinforce or if there are higher priority needs (IIRC only CG needs can be with higher priority then reinforcements).
Here's how an AI file with this parameter could look like:

Thank you.. Will AI use reinforcement in peace time when have enough MP ? Because I will delete mobilization events then buff MP gains..
