This has been a problem for very long and probably already addressed before but, i didn't really find any recent posts about it regarding the new LA mechanics.
Previously the problem was with "Distant overseas" where it clearly shouldn't, and now the problem is with LA on a different continent, mainly between Europe, Asia Minor and North Africa, if anything, China should be distant overseas (or 75 mini LA now) for an asia minor nation and South Africa Distant overseas for a North African nation, having Tunisia be distant overseas for Naples is just bad design.
As another example, in my current Rhodes > Jerusalem game, I mannaged to get a foothold on italy and eventually join the HRE by getting some neapolitan provinces, later on I conquered the necessary provinces and turned into Jerusalem (at this point most of South Italy was mine), to my surprise, ALL of my european provinces were now at min 75 LA because my capital changed to Jerusalem (Was not in the tooltip, it should be, even if it is expected), which killed my income, manpower and force limits since i had only the 3 provinces in Asia/Africa
On a funny sidenote, Jerusalem became part of the HRE (probably because you can't change your capital out of it mechanic, don't know if staying on the HRE after this decision is intended tho), and I couldn't add any other province near it to the HRE.
Anyway, the question would be, is this something that will be addressed or it is working as intended?
