So. I played yesterday as France and it took only a few years for the POPE to join the HRE. What?? Wasn't there an event chain for that?!
Plus after the Shadow Empire incident, in which the emperor decided to abandon Italy, Savoy, the Pope and Naples stayed inside the HRE or rejoined it right afterwards, i don't know. And Bosnia did so later.

The main problem here is, that the requirement for joining the HRE is simply having good realtions with Austria or the Emperor. With that EVERYONE could join the Empire? How was this approved? I don't know what the rules for joining were before, but that is not enough. Espacially Italy should be forbidden to join if the get voted out in the SHadow Empire incident. Devs, please look into this problem!

P.S.: I have seen many other posts complainging about random nations joining the HRE, so im not the only one.

I agree that it's very strange, and hopefully will be patched imminently. The weirdest behaviour for me has to be adjacent princes adding all of their territory to the empire except their capital. That just shouldn't be possible as it screws up IA gain when all of the Baltic region and Provence are held by schizophrenics who can't decide whether they're in or out.

I think that only small, independent, land-adjacent countries in the Germanic culture group should ever actively seek to join the HRE, as well as non-papal Italians if the emperor reins in Italy. The Pope should never join the HRE before the associated imperial incident fires and concludes, and Italian princes who willingly left the HRE should simply be unable to rejoin of their own accord.

Why would the HRE limit itselve to only Germanic nations? a united germany was not a topic in those times, and the HRE was surrounded by large nations, if a small nation would break away from those nations, it would only be natural for the HRE to give them protection in trade of tribute, thats how the HRE works, for example Bosnia could join the HRE, why not ?? the empire would benefit from having the buffer between them and the upcoming Turks, and it would give the Emperor a good excuse to use Imperial armies to figth the turks.

Same goes for Italy...

I do think that larger nations should be very hesitant to join tho.

In my current 1.30 game, the following nations have already joined the empire voluntarily:
- Pope
- independent Naples
- Ragusa
- Hercegovina
- Albania
- Montenegro
- Padova/Padua
- Picardy

The last 3 were specifically released in peace deals after I realized this AI behaviour and tried to exploit it after I snatched the emperorship from Austria ;) I am continuing this strategy and am currently waiting for Champagne, Dauphine, Verona and Parma to join the HRE. Also, HRE members keep adding newly aquired provinces to the empire, Ferrara, Florence and Bar have each done this

you can say that, yet the Hungarians were not in the HRE despite a PU from Austria (in game terms) and being the buffer between the Germans and the Turks. Clearly being in the HRE was not desirable even from the perspective of providing a convenient alliance.

the HRE was much more exclusive historically than you seem to think it was, seeing as its borders essentially didn't change in the game's time frame aside from losing Italy

Hungary wasn’t brought into the HRE specifically because it was under a PU with Austria. The Austrian Emperors didn’t want their Hungarian lands to be under Imperial jurisdiction, as it would confer Imperial rights and privileges to the Hungarian nobility, effectively limiting the Emperor’s power there. It had nothing to do with the Empire being Germanic (and there were a lot of Germans living in Hungary at the time).

If you are not in Ironman made you can check the console command "mapmode aihre" to see why they aren't joining. It's not only good relations, they also need to be threatened by another country.
