That thing won't get combined arms though...

Id go with 3HARM 2ENG for that free extra +30% even without leaders, and engineer isn't expensive in comparison to a full HARM brigade ^^
HARM doesn't need CA, the low softness is overall better against all non-tank units than a 30%(plus) combat modifier.
Athing esp. nasty in this regard is using SHARM-SHARM-SHARM as beach garrisons. Although ridicolously unrealistic, it works wonders against any invasion force...

So you think 31.25% is a good softness number? (that of 3Harm + 1ENG)
It neither have low softness (light tanks have lower) nor CA, which was my point. Either skip the engineer or go for two so you at least get CA.
No, to be honest, that setup looks bad. ENG is totally underpowered in vanilla and close to useless (I gave them some real nice terrain modifiers in my mod to make them worthwhile) - and in such a setup, ENG does more harm instead of helping. You either want to go for minimum softness or get combined arms. My suggestion would be pure HARM-HARM-HARM divisions.

Well, compared to other units, SHARM has bad air defence, agreed.
But: How many CAS will be able to operate in beach areas? Take pacific islands for example. Plus: If my enemy has air units, I will build an AA-AA-AA-AA division, set up some AAA - and laugh. ;)

and America can't just use it's massive IC base to "spam tanks" and level all of Earth (sorry to all you Red Alert fans out there :p).
Right, a sensitive USA player will use MECH as his main unit! Tanks suck!
