I think that if a goverment collapses it should be able to defect to another country. I mean that it is not funny to see constant revolts in a small 1-province country and see only goverment collapses and again they start. The current system makes 1-province countries immune to revolts.

Not completely immune. Their monarch's abilities take a hit (once per monarch) when the government collapses, and having the rebels beseige their province eliminates all of their income except for that from CoT's.

Yes but, if the goverment can not take care of it's people on it's own , the people would think that it would be best to join a bigger country for protection and stabilty. A goverment collapsion might trigger an event like this:

The goverment of X has collapsed and they would like to join our realm.

A) Take 'em
+30 ducats (confiscated property crowns, thrones etc.)
-50 relations to everyone who had RM to the country X
CB shields for the X's provinces
+2 RR for 12 months

B) Let 'em be
(Nothing here)

I'm with languish.

If the french governemtn fell it wouldn't simply decide to join Spain...

And as for a oneprovince country I doubt that the new Government would be interested to give up what little power they have to join a neighbouring empire...

My (hopefully) last argument the revolts don't just happen, normally they have a foreign investor. The people who rise to the barricades are not the ones who end up to the throne. For example in the Orleans case the people allready vassalized by the french might think that the king is just stealing a piece of the cake. So they decide for the sake of themselves to join the glorious and everlasting family of the french.

By the way this goverment-collapse-join-someone-else thingy
goes only for 1-province countries.

for history's sake, this never happened that i know of, and from the responses no one else has heard of it happening either.

for gameplay's sake, having germany united by a bunch of rebels would be game breaking. in real life it took until the late 1800's - in game it could happen almost immediately. this ignores much about soveirgnty DAMMIT HOW DO YOU SPELL THAT??

also, how do you determine who gets the province? most german states border about 5 others. added to this, if one state suddenly doubles in size it causes huge balance problems.

First of all Prussia and it's allies (nowadays northern germany) were pretty united at the 1700s an besides currently what happens is
in the 1419-1500
-small unions: hannover annexes oldenburg etc.
- burgundy conquers dutch provinces.
-bradenburg is swallowed up by the polish.
-Austria vassalizes/annexes Baden, Strassburg and bavaria
-france annexes lorraine, cologne and some others
1500 - 1600
- France continues it's triumph takes hannover, palatinat and some others.
-Austria gains holland(inherits burgundys lands)
-Austria creates a land bridge between dutch provinces and the german ones.
1600 - 1700 only a few german states left:
-Austria in war with france mayde some new germans declare independent after wars, become vassalized afterwards
1700 - 1821
-Poland collapses prussia takes over the german provinces
-religious wars new germans declare independent after wars, become vassalized afterwards

So it would not hurt to help the germans a bit would it?
