Hope not. It already is luck based game in terms of MP and initial advisors and nations relations. I hope those without the DLC won't have to rely on luck.I think Wiz somewhere reply to a gold mine depletion question that imply that there will be random events that will increase development...
Thought I hope the events doesn't fire too few times to those without DLC (so without DLC, more random events, with DLC less random events because you can increase it on your own)...
