Fabricate claims are really bad AE in HRE, i always tought that should be reduced. 3-4 caught fabrications in succession can provoke coalition easily. Trying to forge some papers should not be the same as annexing provinces, they should probably reduce AE gain and add small penalty to diplomatic reputation.

Don't keep fabricating if you keep being caught.

Not sure if you are being flippant or not, but this was an OPM AI, which has over 100 AE all the way from Pomerania down through Genoa.

Or, maybe it wasn't fabricating at all and it's a bug. The game.log was included in the report, afterall.

Well i do stop and then switch to speed 5, and wait few years and hire better relations advisor if i can... waiting is not very fun tho. This is not a big issue just looks like a bit too harsh penalty for this particular action.

There's an advisor that reduces your chances of being caught. (Spymaster - +10% Spy Offence)

Obviously, but say... hypothetically if you are chain claiming your rivals' provinces with a single diplomat is the decreased chance of being discovered actually better on average than the faster AE reduction of the "better reputation over time advisor" (nevermind the other benefits)? How much?

Is it actually better than the "better reputation over time" one? I never did the math.
Maybe, maybe not, i doubt it, and even if he was better you can't guarantee that you will be able to choose that advisor over the other guy. If he actually made the difference, meaning you not getting caught thanks to him, than he would in an instant do what takes 20-30 years to better relations advisor. If he reduces the chance by 0,5% monthly there's some chance he will help if you fabricate claims a lot. Better relations advisor works 100% of time. In any case either one of them is useful to reduce AE.

I can't understand why you have to change the f***** AE every damn patch. When you seem to hit the right key ( by pure chance ) you fuck it up in the next patch for no reason at all. AE in 1.12 was almost perfect.

I guess you have to justify ur salary so you keep modifying numbers at random.

Really? You really think they are modifying numbers/changing the game at random?
