With 1.13, there is new AE modifier, Attacker Development, which is applied to base AE by +0.1*(total attacker dev)%.
I think that it is very good change, because AIs are reluctant to form a coalition against great power.
However, I felt that AE at 1.13 is more than expected. Some of you may feel it like me.
In my opinion, the reason why we feel like that is bugfixing of a modifier which applied with base distance.
The further from the target(like annexed provinces), the less AE is produced from the action, and this has been applied rightly. However, there was another modifier, the closer to the target, the more AE is produced from the action(maximum 75%).
But this AE increase per closeness modifier wasn't applied to the game, and I think that with the add of AE increase per dev, closeness modifier was fixed to be rightly applied.
If this case isn't right, other possibility is that AE increase is applied to total calculated AE, not base AE showed at peace treaty. But I think that it isn't plausible, considering an aspect of consistency with other AE modifiers like same religion or same culture group.
