today i started my first game with 1.03, playing with belgium and i was surprised. the reaction towards the complaints about the too early colonisation of africa are dealt with a +3 leadership for colonial claimings. that is no solution, because now small nations with no leadership at the start and no ressources to create officers have now even more problems with the early colonisation because they can not participate, russia, france and uk get everything now.
next thing i wondered about is that you now lose prestige if you sell technologies to other nations. why that ??? i just cant understand what should be the aim of loosing prestige. with small, highly educated european nations you rely almoust completely on technology export to the great powers, that now is no longer possible.
and a last question, is it now no longer possible to sell cultural technologies to others, i am the leader in culture, and i know that france lacks some inventions, but i can sell them to france, because i can not even take my technologies in the diplomatic menue to sell them

First of all you can raise the miltary expenditure slider you know - it doesn't always have to be at minimum. This will increase leadership gains at the expense of miltary maintenance or crime fighting. Or you could even convert POPs to officers.

Prestige penalties for selling techs for cash was done to stop people doing exactly what you want to do - fund your economy on the basis of education. Also plugs loophole in MP to some extent.

Yes selling cultural techs was banned - check the 1.03 read me.

As for what Belgium should do, it should concentrate on making money and possibly investing it in colonies (you could buy claims for techs). Not acting as a university to rich third world nations as in 1.02

The leadership cost was a good idea IMO. Manpower and leadership considerations were a constraint on small nations forming colonies. And before you mention the Dutch I will point out that their colonial empire really only consisted of the east indies. Belgium only ever colonized the congo so I am not really sure what you want. The congo very nearly was a french possesion so their are very close possible worlds where the belgians had no colonial empire. They did not send an expedition to the congo until 1878. The real problem is people colonizing way way to early. There just was not that much interest in central africa until long after the crimean war. Usually by that point in the game most of africa is taken.

The prestiege hit for selling techs is also a good idea as it prevents the ahistorical firesale on technology that happened so much in 1.02. I suggest you decrease education and crime funding and minimize military maintainence.

And no you can no longer trade in cultrue tech. Also a good change.

Disagreement here. I recognize the exploit, and do not expect a change until CK is past the 1.03 stage, but this era was one in which people from "culture-poor" nations (like the USA in this era) sent people to "culture-rich" nations, and the economic impact was material, as it represented and infusion of outside wealth. AI countries ought to be able to offer to buy cultural techs, but not the player offer to sell them.

Step 2) Edit the .exe code.

He could also make an event that add prestige. Then everytime he sells a tech, he manually fires the prestige event to compensate the loss. It would be cheating though.

Also, you only lose prestiege if you don't get a province, tech or claim in exchange.
