I find this to be important because what I've noticed about the last sim city is if you had a large highrise in your skyline you liked and it becomes abandoned you couldn't save it or keep it. For skyline purposes, you should be able to make buildings un touchable.

This would be awesome to do this with individual buildings. It shouldn't be to complicated to implement this in the policy system though so you can prevent a neighboorhood from upgrading.

Agreed. It was helpful when I played Rush Hour. Preserving an old building/district would add some personality/sense of history to my city, especially if the city had gone through so much changes and developments over time. I recently visited the oldest residential street in America located in Philadelphia, and it was a breath of fresh (old) air in the middle of USB-shaped glass skyscrapers.
