Ability to create empire, MOD REQUEST

Hey modders! Would it be an easy task to create the ability for a king who controls 3 or more kingdoms to become an emperor (i imagine he'd also have to have good relations with the pope)? and if so would anyone be interested in making this? I wish I knew how to mod :/
