Ability to claim a non-colonised province

So I was thinking about the colonial system and Spain's inability to conquer pretty much all of the Americas. I came to the conclusion that the best way to solve this problem, without bankrupting your self on colonies, would be to be allowed to claim non-colonised province by taking a conquistadors and pressing a button that would cost diplo-points
What this would pertain to is telling the world you own the province without actually running it or taxing it, it would be an empty province. Now if someone else wanted to come along and colonise 'your' province you would get a cb on them to vacate the province and if you win the war the colony is destroyed and you get power projection.
Now if you are Catholic you could spend papal influence to have your claim to the area recognised by the Pope deterring the AI from colonising the area, of course non-Catholics won't care. There could be other things that deter the AI e.g. power projection, overall strength, prestige etc.
However there should be a limit as the lower your power projection the more likely these provinces will be colonised by others and the amount of provinces you should be able to claim should be dependent on your power projection. However to allow you to get Power Projection to claim the provinces I think having large vassals (or colonies) should give power projection.

So what do you think? Good idea or not?

I think that the ability to claim provinces without settling them would be an incredibly useful and historical mechanic.
However, relying on power projection for it is a very bad idea, because power projection at the moment is a very lopsided and imbalanced mechanic.

I think that is a great idea. I'd say that some sort of colonial CB would be very useful. E.g. you DOW Castille which colonises Far Eastern region and at a certain warscore you can demand that they won't be able to send colonist (for a specified period of time; let's say 15 years ) to this colonial region and would have to cede current ones to you. You could do it only if a country has a colony/colonist in a specified region and if you are able to colonise it yourself.

What paradox need to do is tie power projection with army size and gold per turn and then it would be fine. It would also mean say Ulm can't have more power projection than GB
