Perhaps generals could be payed with money, not mana.

Have generals be hired a bit like advisors, where there is a big upfront cost and then a monthly cost also, that will scale with times passage (same as advisors)

In the same vein, perhaps one could also have 3 tiers of general that you could buy, with tier 3 being simply better generals, but with the downside of also being older (and age would be shown)

Generals would also gain stats over time, so while spending the money for a level 3 general would get you the best 60ish year old general, you're not going to have him for a long time, whereas if you pay for a level 1, you'd get a young 20 year old with shitty stats, but if you USE him a lot, then by the time he turns 60ish, his stats would be better than the tier 3 guys.

Army tradition could affect the stats buy only very minimally, and would instead give better bonus' to discipline, combat ability and morale to compensate.

To stop super rich nations spamming the crap out of generals, it could be made that the first 3 cost 100%, but then afterwards increase in the same way that colonies do: +100%, +400%, +900%, +1600%, +2500%

A rather limited suggestion:
- Generals created the same way as present
- Generals starting young, i.e. age implemented
- Generals starting inexperienced, and gaining pips in battles and sieges, more so in battles won, but also in lost ones
- Military tradition still affects the starting pips, but with halved impact

This is a good idea. We need overhaul for all "people" in the game (monarchs, heirs, generals, admirals, explorers, merchants etc.) IMHO but this would be the first step.

They could also perhaps have traits, possibly like in Victoria 2 or Hearts of Iron. Like if they fight in a specific terrain a lot they could become experts at commanding in it. Or, after a bloody and terrible battle there's a chance that he could become an alcoholic or craven due to the fact that he has seen so much horror, negatively affecting his command in the future. Hell in the midst of battle there could be events that have a chance to fire up based on his traits that could make or brake the battle for them. For example, if he has something along the line of an inspiring trait and he and his troops are surrounded, seeing the fear in his men's eyes he gives a inspiring speech that gives them a morale bonus for the battle. I don't know how well this could be implemented in eu4, but I think it would give leaders some much needed personality that would make them more than just a set of pips.

If they decide to improve the leader's system, they definitely have to add an ambition system, and give you the possibility to name generals at high posts that will give them bonuses and increase their ambition, winning battles will also increase it, and if a general's ambition reaches 100 he will revolt with the army he is commanding, to make a coup like Napoleon did, to decrease ambition we can leave him without an army (it will decrease his skills) or send him on campaign that will be lost.
