I would like to see some way to deter raiders. There are many forms this could take (trait, character modifier, opinion modifier, province modifier, hardcoded AI behavior), but at its core it would adjust how AI raiders choose their targets.
Here are some possible ways this might work:
1) After completely wiping out a stack of raiders, a modifier is applied to the province in which the battle took place. The coast is lined with heads on spikes and corpses in gibbets. AI raiders evaluate the province as 80% less valuable when choosing a province to raid.
2) Rulers gain a punitive CB against anyone who has raided them recently. A successful punitive war places the raider in prison, and executing him sets an example to other potential raiders. The ruler who prosecuted the punitive war gains a character modifier or trait that renders his lands less appealing to AI raiders.
2a) Rather than merely imprisoning the raider, a successful punitive war also imprisons family of the raider present in the capital. AI raiders will not raid rulers who hold their close family captive.
3) Defeating a stack of raiders applies an opinion modifier to the raider, towards the defending ruler. AI raiders will not target the lands of rulers towards which they have this opinion modifier. The duration of the opinion modifier could be longer if the raider stack was completely wiped out. Raiders with certain traits (brave, berserker, viking, etc.) could have an event to remove the opinion modifier early.
