Also, you can use trade leagues as unlimited CBs. Just get everyone into your trade league and, if you want a CB, just lower your relations below 0 and they'll break away giving you a short-term CB.
Any nation with their own CoT will -never- join your league outside of war and will never ever give trade rights. Best thing you van do is starve their CoT into stagnation.
