But it's not really realistic to garrison an entire country with one caverly division either, which is all you'd need if they were IRR. Either was would have it's faults and Paradox seem to like this way better after trying them both.

There were plenty. I believe a lot of civilians from French rifle clubs fought in the Franco-Prussian war, for example.
