An idea for a system for the most bureaucracy-oriented governments. Possibly also for the Celestial Empire and Byzantine Empire (a hypothetical government).

Bureaucratic Efficiency would be a value going from -100 to +100 at 100 it would give the following bonuses:
-0.1 monthly autonomy
-0.1 monthly inflation
-10% core creation cost
+25% advisor cost (this negative effect is here to ensure that maintaining high Bureaucratic Efficiency would be expensive).

100% negative Bureaucratic Efficiency would give:
+0.1 monthly autonomy
+0.1 monthly inflation
+10% core creation cost
-25% spy defence

How would one gain Bureaucratic Efficiency? By adjusting one's Bureaucratic Spending.

Bureaucratic Spending would be a money sink where you would have to pay from 0 to 20% of your monthly income. Paying less than 10% would result in a monthly loss of Bureaucratic Efficiency. Paying more than 10% would result in a monthly gain of Bureaucratic Efficiency.

Additionally, Bureaucratic Efficiency would be affected by events. Advisors would pay a big role in those events, where not having advisors would open you up to more negative events, while good advisors would open up some extra positive ones.

I would rather have something more unique then that. Enlightened Despotism should be removed anyway and be replaced with a reform system for despotic class goverment.

Other bureaucratic goverments would be administrative monarchy and republic and maybe the constitutional version as well. A faction system would be very nice. Maybe the bureaucratic efficiency could be used to influence a faction system.
