I would like to suggest the addition of a few new techgroups, and changes to some existing ones:
Suggestions for New Techgroups:
Iranian: +50% Tech Cost, 80% Cavalry Ratio, Initial Tech Level 3
East African: +60% Tech Cost, 60% Cavalry Ratio, Initial Tech Level 2
Indochinese: +70% Tech Cost, 50% Cavalry Ratio, Initial Tech Level 3
Siberian: +250% Tech Cost, 50% Cavalry Ratio, Initial Tech Level 1
Suggested Changes for existing Techgroups:
Indian: +55% Tech Cost (+5% Tech Cost), 60% Cavalry Ratio (+10% Ratio)
Sub-Saharan: +80% Tech Cost (+20% Tech Cost)
Iranian can solve a few issues: such as nations like the mainly sedentary Timurids and semi-sedentary Qara Qoyunlu having technological and militaristic penalties of truly nomadic nations like the Oirat and Mongolia, and other nations like the isolated Baluchistan and Khorsan being as advanced as the Mamluks or Morocco.
East African is obvious; it can solve this issue of the East African Nations either being stuck in the Indian or Muslim groups, which most belong in neither, and would give a tech group to put the east African units in. Indochinese follows a similar line of thought; Indochina and Indonesia were not as advanced as either China or India technologically, and it would allow them to have their own units.
Indian was bumped slightly because they weren't much more advanced than China, and it would give Iranian a historical edge. Likewise, Elephants and Cavalry played a larger part in Indian armies than is represented in game. Sub-Saharan having the same technological handicap as China, on the other hand, is somewhat laughable. Siberian speaks for itself.
Now, with that said, I would like to suggest a more radical change: cutting up the initial 3 Techs into 5. 3 doesn't really serve to exemplify the differences very well: Andean and Mesoamerican have the same starting tech as North and South American, and Chinese is stuck on the same level as Sub Saharan. So, if we were to go through with this admittedly radical change, the starting techs, including the suggested ones, would probably look something like this:
Western: 5
Eastern: 5
Anatolian: 5
Muslim/Arabic: 4
Iranian: 3
Indian: 3
Chinese: 4
Indochinese: 3
Nomad: 3
East African: 3
Sub-Saharan: 2
Mesoamerican: 2
Andean: 2
North American: 1
South American: 1
Siberian: 1
