We have all seen games that these two russian provinces are taken by one scandinavian power or another (sometimes even lithuania/poland), and if left there, they develop into a wrong culture-type and religion province for when Russia gets them back (through revolts or otherwise). I suggest that an event be added to Sweden/Denmark/Lithuania/Poland/Norway that gives them back these provinces for a small fee (20 ducats), +1 stability, and a small relations bonus (+25). there would obviously be a 'don't give it back' option, which would give a relations drop. This would ensure proper historical development of the area; much like the Castilian claim to Granada events (where if Portugal or Aragon take it, it goes to Castile).
