The age o\f Vic was the heyday of gunboat diplomacy -. when nation-states acted as torpedos for theri expats living in softer climes.

Gunboat dipolomacy is historical - and lends itself to be the cause of the wars so loved by the majority of players.

If a nation defaults on its loans all other nations get a 12-month CB on that nation. The first nation to successfully attack gets its money back in an ordinary peace-agreement. If it annexes the country however, all other nations get CBs on it until the annexation has been formally accepted by all countries at a "peace confenbrence" (I read the diplomacy notes in the announcement to imply that this may be possible).

If a country in Western hemisphere is annexed in tis manner the USA gets a permanent CB on the annexing country, cf. the Monroe Doctrine.

Maybe not CB to all nations for failing a loan, only to the nation(s) whose debts were reneged. I as Brit (or Russia) would be horribly insulted if the Russians (or Brits) acted as if I needed any help with chastising any upstart minors.

Taking turf at all should probably give a few years worth of CB, more for an annex. CB may be removed by a conference, but if you don't follow the conference you give out more CB and prestige loss. (The conference might say your claims are wrong and nation should be released)

Monroe doctrine should kick in as soon as a non-american country DoWs an american at all?

You don't fabricate it. The AI does. Unles you default on your loans. Then you effectively become BadBoy for a year.

But the model can be refined. Point is that this is a way of generating temprary CBs that actually represent history.

And a way of making teh monroe Doctrine relevant.

Of course I fabricate it. I loan them money on nice terms, then I make sure that they make no money for repaying by competing with them ;)

Gun boat diplomacy has to be modeled in some way but i'm not sure about giving everyone a CB.

If for example Marocco defaults on loans to France i want France to proclaim them a protectorate not Russia.
Or *horror* Sweden :)

The general CB is just a way of simplifying things. But anybody could send a gunboat to cllect debt - if they hade one.

I don't know if the gunboat diplomacy should be tied to much to loans.
Not sure how frequent loans between nations was.
I think they were more important in the way that you could force a smaller nation to make concessions without having a war.
For example it could be represented by sailing a gunboat up a coastline with the order to "show the flag" and they issuing a ulitmatum of sorts to get certain economic advantages.
Like the exlusive on sheaphearding ;) or something :)

Similar to the colony status in Imperialism but not that total.

To prevent this from happening to often it should when you do it result in a large BB value. Or something similar.

Most often gunboat diplomacy was armed protection of a nations' citizens during riots and revolutions or when harrased by the local rulers.

My suggestion of tying it to loans mainly because defaulting on loans was one sure way to get the ROTW interested in you in an unpleasant manner. And I think CBs of this kind will create a certain dynamic to the ngame.

It's eminently possible to have an "Harassment of merchants event" with a) negotiations for compensation or b) temporary CB and c=) no action and loss of stability and/or prestige.

I just want gunboat diplomacy in the game!:D
