Generally, the 'unit sizes' were smaller, and the amount of men in each was smaller also. For example, during Napoleon's time, divisions were about 2,000 or so men. During WWII, it was about 10,000 or so, with the USSR's infantry divisions around 15,000, but we generally think of things in Corps, Armies or Army Groups now instead of divisions.
5,000 is probably closer to being right. I was recalling a book with the Order of Battle during the battle of Leipzig and the French divisions were worn a bit thin.

Brigade: Brigadier General
Division: Major or Lieutenant General
Brigades and regiments are usually similar in size, but brigades represent more of a 'mini-division' than regiments, which were mainly used in the construction of some brigades or most divisions. Brigades were either used in missions that didn't warrant the size of a divison, or for simplicity. A division requires a much more complicated communications and command system to operate than a brigade does.
