I think you will have to use the object editor to make the province.csv file (fort, army, port and construction locations). I also did a small change to the province IDs, the max province number is 1004, you used the IDs 1001 to 1021 for seas and 2001 to 2005 for lakes, I had to change that to make the map maker work. Now the seas are from 801 to 821 and the lakes from 901 to 905. Otherwise there are 122 land provinces (1 to 124 with 44 and 112 unused).
