We all know what it is, and many of us look at it and call it bad. The truth, however, is that it's actually pretty decent and could potentially be an amazing early-game Civic if it gets one small feature added:

Give all the natural blocker clearing techs a x0.25 multiplier (if not lower) while you have the Environmentalist civic. Specifically I'm talking about Climate Control Network, Ocean Ecology Management, Selective Defoliants, Soil Remediation, Subterranean Colonization, Xeno-Hydraulic Mastery, Dangerous Wildlife Removal, Deep Crust Engineering, and Planetary Resurfacing.

This would result in some pretty powerful RNG control for rushing most Ascension trees as Psionic Theory (required for Psionic Ascension), Gene Tailoring (required for Genetic Ascension), and Colonial Centralization (required for Cybernetic Ascension) are all in Society and all suffer from the ludicrous breadth of the Society tech tree. Combine that with the fact that Environmentalist gives easier access to strong Living Standards like Utopian Abundance or Academic Privilege early, gives quite a lot of Unity through Ranger Lodges with very little effort, and also increases Society research through the Ranger jobs, and you have an all-around worthwhile Civic, even if it's one you're pretty much always going to switch out immediately after you research Galactic Administration at the latest.

Just so I understand a little more - you mean that blocker clearing tech have a reduced chance of being rolled? I am not sure if 0.25 is too dramatic, but some kind of reduction seems sensible and would open up different possibilities as you say.

I'd prefer if the blocker-removal tech did something nice for Environmentalists instead of just not showing up.

I was thinking about +2 Amenities per blocker, similar in scope to the +1 base Unity.
