in IN, there are decisions which change the province name as one of their consequences as well as the ability to just change it whenever. i think parts of the reason is because it makes no sense for somewhere colonized by Russia to be named 'Louisiana' for example [no idea if that's a valid example, I'm pulling it out of the air here.]
anyway, i seem to remember the soviets being particularly prone to renaming everything they got their hands on, so it isn't purely a mod thing.
if this is implemented, and you know the historic name for a place, and you want to change it, you can. and if you just don't like looking at 'Stalingrad', well, you can rename that too.
heck, you could call it 'happy bunny land' if you really wanted.
but yeah, this is less significant in HoI than in EU3, certainly.
personally, i almost never changed the names in IN, apart from some colonies. it's So much easier to find places when they keep the same name you expect to find
