I don't believe I've ever seen this proposed before – sorry if it has.

Some of the problems of forced call to arms can be solved by simply making it optional for the warring party to make the call – which would then force the ally to join. This would solve two problems:
  • allies won't have their troops die from attrition (or suicidal AI attacks) from being called into minor wars the player can easily win without their help
  • the player won't have alliances dissolved when not helping an ally fight a trivial war
Now, I would prefer a system where allies can be betrayed with consequences, but that has the disadvantage of requiring a new applicable mechanic. This change only requires making the AI sometimes decide not to call its allies – something which already existed before the annoying forced call to arms, and would have to exist in an optimal betrayal-with-consequences alliance system.
