France definitely appears to be slightly weaker now based on Arumba's game, but without a player to abuse them I think they are merely slowed down a little and will still be the BBB.

This does indeed kinda suck. But even before, with army stacking/attaching most of the time you'd never see French vassal sprites because they were always hidden underneath the French army 
I wish during battles it would rotate more often between different sprites instead of the 'leader' of the army.
In return for losing 5 sprites we most likely never see again unless you force France to release them. The new Burgundy vassals/PU partners could get new sprites and everyone who owned 100HYW pack gets it for free

Seems fair to me.
I don't think that is part of the dlc. At least the wiki doesn't show american culture as a dlc feature. I think it has a low chance of spawning in british provinces in a few regions. Imho they can skip that as a culture without a dynamic culture system.
Didn't a lot of the events depend on colonial culture? If that was all fixed then I'll retract my comment

I'd see them all the time as Portugal. England would drag me into wars with France, but Castile would never give France military access because they were usually rivals. However, it was fine with giving the French minors access, so I would see a steady trickle of small stacks of troops from the various minors make their way across northern Spain to siege Braganza or Porto. Of course, as soon as they arrived, my army wiped the floor with them. It was a great way to build up war score and army tradition with little effort...
