I wouldn't be too sure. The no vassals is actually a nerf for France (they diplo-annexed to 0 LA) but now they are starting with higher LA. Burgundy, on the other hand, should be more powerful I think.Except that Spain and England are getting their development levels decreased in the new patch... Most of my 1.11 play throughs already end up with a very powerful France, now I bet its going to get even more ridiculous.

Provence is still there and independent.I hope Provence is still a vassal rather than part of France, because it was an imperial territory ruled (at one point) by a king (of Sicily), and wasn't annexed into the Crown until the 1480s. It's not the same as Bourbon, Auvergne or those other territories which were simply devolved fiefdoms within the kingdom of France.
