A relative without a job

About one month into a new game a popup appears regarding a relations problem with a relative ; because I neglected to give a relative a job in the government - this relative will now become my "rival".

The problem I see with this instance is that I gave ALL relatives jobs - just to avoid this very scenario: please examine the screen shot where the detail screen for the relative appears - notice his current job "Pontifex" -
is this game usually this stupid ?

I believe the issue there, is that Pontifex is a "title" rather than a job.

I believe the things that count for "Job" are : Magistrate Positions, Censors, Governership, and Admiral/General.
