The base benefits of a Trade Company are:

- No religion/Culture penalties
- Autonomy ignored for trade power, goods produced and naval force limit
- +0.5 Naval Force limit per TC province, even inland
- Autonomy treated as half for production efficiency.
- +100% Provincial trade power modifier

There are trade company improvements that produce benefits outside the immediate economic ones (defensiveness, dev cost etc), but the ones we mostly see are a percentage boost to things like production, tax and manpower. The problem with the latter two especially are that their benefits are affected by the default 90% autonomy floor for a trade company, so that 25% manpower is only 2.5% in reality, and manpower would already be a pittance of what a full state provides.

My proposal is simple: Instead of flat bonuses to tax or manpower, allow these upgrades to treat the autonomy as lower than it actually is, just like it does for production by default. So the tier 1 boost treats your autonomy as being 75% of what it actually is, then tier 2 as 50%. Or if those numbers are too powerful for what you gain tweak it around, like maybe 80/60.

In addition to this, a trade company improvement that removes its negative impact on your reform progress would be nice.

It's not about making TC's OP, it's about making some of the TC investments actually useful. They were designed back when TCs still gave you a default of 0% Autonomy, and their design should perhaps be looked at to better handle the new reality.
