Hello 
I would like to build my "dream city" in sandbox mode. But this mode does not exist. There are also not all mods for it.
- No need for hospitals, fire brigades, police stations and prisons
- Always full buildings
Somewhere the Cims die. And the buildings are getting more empty.
Either I'm too stupid to find these mods, or they do not exist.
