So, I started as someone in norway (A petty king) and I took the ambition to become king of Norway but when I tried to declare war on ppl I didnt have a causus belli. Is this normal?

You should have the subjugate casus belli on neighbors in the de jure kingdom (so, Norway). Have you used subjugate already before taking the ambition?
