If I create a bus or a train station, then what people will use it? The people around the station or just random people? How do these mechanics work? And do you find public transport to be worth using?

It's almost always worth using because it's existence is one of the things that affects level ups. Esp. industry, where it's third largest factor after cargo transport availability and fire service coverage.

Everyone whose pathing goes through there can use it. Most are obviously those are close enough to walk there. But it's not impossible to start your journey using the underground and then hop on a bus for the last leg.

People who can get to the destination they wanted to basically. If you can take the bus to work, why bother with sitting in car queues on the highway? On the other hand if the bus only gets you halfway and you have to walk the rest of the way, you probably won't - Neither will CIMS. They have a limit on how far they will walk from A to B.
