I know full well that if you do not provide a monarch list for a country tag then it gets some sort of generic monarchs. Im just curious as to how and why the AI creates/selects these generic monarchs.

Ok, then this is how generic monarchs work.
They have random stats, a random generic from your name list, and they only die when the game is quit.
In that case, I might want to make sure any country eligible for being HRE has a real monarch list, otherwise I might end up with someone being HRE for hours on end.

Well protestants and reformers can convert or be forced converted. Unlikely but possible.
Exactly. I dont want to have the "Heretical Hanseatic Holy Roman Emperor" problem, where the old Hanseatic league only had one monarch, and if they got elected HRE, they held the title forever, regardless of anything else.
At least, I think it was the old Hanseatic League. Perhaps I am thinking of Holstien in an earlier patch or something, but you get the idea.
