I have a question about the emergency shelters.
First let me describe the situation:
When a random disaster strikes, you have some ample time to prepare as long as you have the proper disaster detection equipment. So when you "evacuate" the citizens, I see them all go out of their homes/workplaces and wonder to some other place. Hardly any of them actually walk to the shelter immediately despite having proper radio communications and evacuation routes. After some time however, they do start to pack into the shelter, but this is quite some time after sounding the alarms. And by then, the disaster strikes nearby.
I set up my evacuation routes as efficiently as possible. I have good route planning thanks to some other transportation based games I used to play. The routes are set up to pick up people from the right, then come back and drop them off, then go over to the left and come back. That way you're doubling the size and efficiency of the shelter. But the buses don't follow the route immediately, they'll circle around the block "to get on track" and then proceed down the routes. That wastes so much valuable time. And I hardly see any people actually utilizing the buses anyways.
The large shelter that can hold 10,000 people usually can only get up to 500 before the disaster strikes, and the smaller shelter usually only collects 100-300 before disasters. I place the large shelters near downtown centers and the smaller ones are placed in the suburbs. There are plenty of people around to utilize the shelters, they just tend to wait until the last minute to seek shelter.
I'll stress again, my radio coverage is all green city-wide.
Now my actual question:
Is this a bug, or am I doing something wrong? Is there a more detailed way to do this?
Right now as for me, shelters don't really do much, especially the large ones.
The only disaster that actually gives the most time is the tsunami. I can usually pack most of the citizens into shelters before it strikes.
