I have a small city of around 5,000 people that uses 3 coal powerplants to run. My coal trucks don't seem to be turning up as often as I need them too, which is causing brownouts in my city, and when they do turn-up they get stuck behind traffic,as my city in very heavily import-focused. Would there be any way I could design a road specially for the coal-trucks and have them use it and it alone, and get them to turn up at regular intervals,as this is quite literally killing my city? I could try a Oil powerplant, but then I'd have the same issue.

the simplest thing to do is to have your coal power plants on the outskirts of your city next to the highway and have exit/entrances that go exclusive to/from the plants. that way the delivery trucks never have to enter the city and can get to the power plants with no delay.

the worst thing to do is to put your power plants inside industrial zones as industrial zones create a lot of vehicular traffic which will prevent coal delivery trucks from reaching your power plants.

I've done that, but the Coal trucks don't turn up. I've moved my coal plants closer to the Highways so that they can get to them with the minimum old delay but they don't come, and my powerplants are rapidly running out of power. Is there anyway I can force the coal trucks to come, before I run out of cash?
