"a puppet of japan" never makes china a puppet?

Have been completely restarting as Japan about 20 times now and China always refused to become a puppet.

Did a patch change the 60/40 chance or something? What's going on?

I believe the chance is much lower (possibly zero) if China has more divisions than Japan. This may be your problem.

Chance will be 0 if the strength ratio of China compared to Japan is > 0.10. I guess it just takes manpower in the field, so China will always refuse if they have at least 10% more men in the field than Japan (only when historical focus is on, I believe). Otherwise its a 60/40 chance.

I don't know. I tried another 15 times, always had 120 divisions at the end. China always refused.
Seems to be impossible to get in historical.

Oh? I got them to accept in my only ever game as japan. was actually kind of disappointed.
