1 a reworked administration effiency, it limits a nation's ability to own a large number of province without the adm tech to support it, having province above the limit increase autonomy of every province outside the capital by 5% per province.The administration effiency is increased by the advance of adm tech, government rank, stability and legitimacy, and maybe how much money you can throw to feed it.
2 regional governors, to hold additional land with effiency, one have to appoint a regional governors. The regions are already confirmed by the devs to be a new feature in the next expansion, thus we can appoint governors based on that default setting . Appointing a regional governor increase the minimum autonomy of the region to 50%, though this may be reduced by the late game through adm tech development and to 25%. A regional governor get access to all the resources unavailable to the central government due to the autonomy, using them to develop their regions. The central government may request the governors to provide either additional Tex, manpower or trade power. This feature can also be tied with the new estate system and revolutionize the disaster system. This could also be used to better reflect the celestial empire while offering a small buff. There also should be a loyalty factor.
3 Dual capitals for empires, while many disagree with my previous post because they find a spare capital to only be a tiny buff for empires. It could also increase the administration effiency of an empire by half and establish a firm imperial presence with the surrounding regions.

On the topic of dual capitals,i think regional capitals would fit into the scheme much better.

So a province is choosen as a regional capital and the regional governor is based in that province.

Maybe there could be some fun events tied to governors where you would have to balance between inept but harmless governors and capable but rebelious ones.

Bear in mind this whole thing is one long train of thought; I hadn't thought of the stuff at the end when I wrote stuff at the beginning (except this):

Dual capitals doesn't make much sense to me, but making the capital a center of administration and allowing other provinces to be centers of administration also would work. wrt autonomy floor it shouldn't scale linearly. Maybe tend to 100% as provinces over limit tends to infinite...

Governors provinces would work well for distant overseas stuff though. I can see French Egypt being governed by a semi-autonomous governor, kind of like a colonial region, except infinitely loyal and with only a very small army. In fact that might be a good way to do overseas; appointing a governor makes a diplo-free subject which contributes money, manpower and force-limit, while having basically no standing army. This could replace distant overseas?
