A problem

I am playing as turkey on 1.06 with super ai bundle 1.1
The problem is that i have max all resources but all of the sliding scales are set to 0.0% and will not do anything above that
Can anyone help?

If you have 100% dissent, your IC will be at 0/0 as well, IIRC.

BarMonger is correct if your dissent goes to high you basically need to start a new game and manage your economy better.
