For example,I chose the Scenario of 1492,the land knowledge level of Austria or some other German nations is 6.But if I chose the Scenario of 1419,and when the time gose by to 1492,the land knowledge level is impossible to achieve the level of 6,usually just 3 or 4!

Playing vanilla FtG or a mod?
It´s not impossible. If you don´t have level 6 by 1492 then you are doing something different. Perhaps your BB is high which raises your stability costs and you are always investing in stability instead of land? Or you have invested most of your research into infra / trade ( which is a sound strategy to later have a higher income) and neglected landtechnology? Or you lose taxes because enemies constantly pillage your provinces...?

Did you declare lots of wars and your stability is permanently not +3?

Or perhaps you are not emperor the whole time - being emperor gives a small bonus to income.

Sure - if they don´t act historically and have more wars they´ll drag in technology.
However that does not answer the question what you did. How much of your monthly income did you put into land research?

Edit: A good way to boost your research is pillaging. If your are in a war try to pillage each and every province of the enemy - you gain double the provinces base tax income for your monthly income that is used for research.

Did you perhaps mint a lot of money? Money minted is not spent on research and thus will slow new advances in research.
