Since crime-fighting affects revolt percentage significantly I never have it low if I got high militancy pops.

Only spoil system really increases militancy. This can be countered by a few units. Mafia is bad too, although for economic terms. Immoral business can be VERY bad, but only if you pick meritocracy over aristocracy, which activates the worst market crash events.

Rotten Boroughs and machine politics are basically benevolent, in forcing the lower classes to vote the right way. Trusts performs a valuable wealth consolidations to the upper classes, which desperately need the cash to avoid devolving.

yeah.. but actual revolt-risk is multiplied by 1.5 - slider_position in the code :)
