A possible way to achieve medium density?

One of the few things I dislike about the game is a lack of a medium density option. This got me thinking though. If you were to build a high density area, and then ban highrises, would you wind up with a quasi medium density area? Seems like it would depend on the upgrade cycle the game takes and also what it considers "highrise". I know in real life highrise starts at around 13 stories. Anyways was just an idea...

I wonder why didnt they just make medium density zones? But either way, im happy there is a way to achive it because im mostly interested in medium density.

Unfortunately, even 'high density' means that there are only 4 families in building so term 'density' becomes quite obsolete here i think. Instead we should just talk about buildings height, highrises and lowrises.

Scale should be improved, i hope that it isn't hardcoded.

You pretty much missed the point of the question.

Would you end up with medium density or stay low density? Does the game even have a large range of buildings for this purpose considering you can't zone for medium? Also what does it consider a "highrise"?
No, you missed the point of the answer. As far as I'm aware, this is the entire point of the option to restrict high rises, to allow medium density areas. If I thought it didn't do that and kept it low density, then why would I say that it was the point of the option? Of course, I could be wrong (it's got to happen once or twice in my life right?) but it does answer your question with what I think is correct.

As for what exactly the game classifies as a high rise I have no idea.

It's actually quite simple to meet the requirements for medium density residential. Even though you cannot place it as a residential zoned area, It all depends on the land value, as it would in real life. Keep the land value relatively stable for medium development and you won't get any highrises.

In my opinion, the problem is that the level 4-houses are already damn high, so you end up with sleepy suburbs vs. ultra-dense/-high metros. That's pretty sad, because the level 2 and 3 houses would make a perfect medium density-district.

My suggestion would be, to change the district-policy "no highrises allowed" into "max. level=[Dropdown: 1-4]".

I miss this option so much!
Maybe there's a way to mod it by duplicating the "no highrises"-policy 3x and changing the max. house-level of each, so you end up with 4 policies:
-No highrises allowed (= Lvl 4 max.)
-No Level 4+
-No Level 3+
...
