I don't know if this will help anyone out there, but here you go.
In a current game as the US (House Divided campaign), I balkanized North America to see what would happen (i.e. released abunch of satellites/dominions as the US/CSA/GB. Then did some editing out to make Texas, Republic of California, Columbia, Quebec, and New Foundland independent nations. Later Canada when I bothered to check the revolt file and changed its start date), but I digress.
While I was putzing around making changes I decided to see what would happen if I released all of GB's satellites in India and gave away most of GB's land in India/Burma to their allies/satellites there (GB kept Calcutta and Bombay).
As of 1877 GB only has 29 divisions instead of their usual 200+. Only Germany as over a hundred. Everybody else has less than 30 (that being Russia.) Even Austria-Hungry has only 20 some divisions.
As far as I can tell nothing else has changed, GB and Germany vie (along with me a human US) for the top 3 spots. AH still has a good economy (3rd strongest IIRC). In a short war between Prussia and Austria, Austria was losing till they both signed a peace treaty (no land exchanged hands).
I think that India's massive manpower for soldiers drives GB's unit explosion, and that the AH AI builds an enormous amount to counter GB (with its population is can do so).
So for you modders out there, maybe this will help until Paradox does something about manpower from colonies.
