Can someone please give a step-to-step guide in how to change the size of a POP ( either in a saved game or a scenario, doesn't matter ).
I'd like to radicaly increase the french population :p, so how to do it? Not used to mod Vicky and it is slightly diffrent builded than Eu2 and Hoi2 for example...

I've already read that and just got a little. Needs as said a step-to-step guide :)
But it is a great guide when I've started knowing a little bit more.. :p

Ok.

What little bit that I've done, and it has been a very little bit, I just used a plain text editor and simply opened the file I needed to edit and changed the numbers a bit.

Is there something in particular that you are not understanding? I don't know if I will be any help, but at least someone is responding. :D

It is actually pretty similar to HOI2, at least.

The POPs are attached to the provinces, so you will have to know the Province IDs for each province that has a POP you want to change.

Use F12, showid

or the Atlas at the Vickywiki, you can find provinces and their IDs sorted many ways.

http://www.paradoxian.org/vickywiki/index.php/Reference_Material

Open the save game with a simple text editor, like Notepad. And use the search function(Ctrl+F) to search for id = xxx where xxx is the Province ID. You will have to keep scrolling until you find the correct province, there will be POP IDs that have similar numbers so you just have to keep going until you get the right one.

Here is the first part of the entry for province 855(Roma) in my game.

Code:
province = {
    id = 855
    control = { year = 1851 month = may day = 29 }
    railroad_level = 2
    pop = {
        id = 19496
        culture = "south_italian"
        workforce = farmers
        religion = catholic
        ideology = conservative
        dominant_issue = limited_citizenship
        secondary_issue = free_trade
        militancy = 5.193
        consciousness = 10.000
       [COLOR=Yellow] [B]size = 0.108 [/B][/COLOR]
        cash = 0.000
        }

Change the yellow number to whatever you want. Note that the 0.108 number makes a POP of 10800.

Repeat for all provinces you want to change.

If you are doing this to get France's population radically up, and growing at a fair rate constantly, then you could change a country's population growth rate by adding:

pop_growth_mod = x.xxxx

... to the .inc file, in whatever scenario folder it is, below where it says: "country = {".

If that line (pop_growth_mod = x.xxxx) is removed, then it will revert back to a normal growth rate of 1.0000. I believe France's is 0.9947 in the .inc file at the moment??. Also, x.xxxx is a number with 4 decimal places. The .inc files can be opened with notepad or similar.

If you need a step-by-step guide because you can't find the .inc files or whatever, then just ask.

If it is just a one-off increase then that probably won't help, but well... it's a lot easier than having to regularly stop and start a game and change the savegame files.
