If you're allied with a foreign power, and get called into a revolt war, and stack wipe the revolting faction's army then this event seems able to fire.
However the event seems to that your government type as them.
In the case above, this is false; Sparta/Spartan Revolt is a Monarchy, my nation Argolis is a Republic and as such doesn't have 'Legitimacy'.
I'm also a little confused as to what this event is supposed to be achieving.
What benefit does having the heir to a foreign nation give in I:R ?
In CK2 you could obviously marry him off, and in time either gain direct control of the Kingdom, or bring it under your dynasty.
