One big problem with Victoria as I see it, particularly in relation to the British with their overwhelming strength and to a lesser degree the USA is that historically both these nations did not rely on conscription as other nations did. Until WW1 and even well into the first year of war, the British army was very small but highly professional. The famous Kipling poems reflect the almost love-hate relationship and the relatively poor stature that the soldiers of the Queen had for the average Englishman. Only Kitchener's far reaching vision in 1914 provided the so-called 'New Armies' and earlier army reforms had brought about the 'Territorial Force' an outgrowth of the old Militia and Fencibles. There should be (and this should go for the Dominions as well) widespread negative reaction to enforced 'conscription'. Unfortunately how this will be implimented is utterly beyond me.
