This is so frustrating. I picked France after finishing the tutorial. And as the dates slip by I am told in a million menus how screwed I am but my ability to change anything appears to be a bit of a mystery. So, I figured, build stuff to win. Well, I need to research technology... get ideas, etc... Okay, I need something 4 and I only have 3 whatever it was. What mechanism increases these scores because right now this is feeling like a spectator sport.

Since 1.5, 'Spectator Sport' pretty much defines three-quarters of the game, as you wait for your meagre conquests to be integrated into your realm, and for your neighbours to slowly not-be-pissed at you.
That said, I don't really know what you're asking. You find the UI too busy? If you told us what you actually have an issue with, we could help you - I mean, there's no one way to 'win'. Early game, you probably shouldn't build too many buildings, since they use up Monarch Points - the most valuable resource in the game, that will advance your tech and ideas. These two things, tech and ideas, are the only way to really win wars.
