This happens when someone has ships outside of your harbor (The sea province that is adjacent to the harbor). I believe it restricts you from doing something. Perhaps making new ships? A blockade. You can try to stop this by sending your navy out to defeat it. After the enemy is defeated, and their ships are gone, then the lock will disappear.

Not just someone, but your enemy,

It is in fact a blocklade. This will affect your economy, and will make the siege (if any) of your province go more quickly.

The enemy fleet is 5 warships, or 10 galleys, or greater.

There's a question about naval blockades in the Unofficial FAQ : conditions, effects, etc

(if you're actually spanish -as your nick suggests- there's also a spanish version of the UFAQ. In fact, there's a whole EU2 spanish forum here :) )

With 1.05 isn't it now any amount of ships can blockade a enemy port inclouding just 1? Also a blockade cuts down on the number of ships/ troops you can build in the province as well, I believe.

No, it's 5 warships. Recruitment capacity is decreased thru the effect over provincial taxes.

Sorry about that. I was thinking about no longer having to reach a certain naval tech before you can blockade and somehow thought that it was for the ships instead. Just another example of my stupidity:D

If the blockading fleet meets the blockaded fleet then should the blockading fleet get a fighting bonus, right?
I hope you will understand this.

Not necessarily. As the Ottomans I was blockading Castille (I had the more powerful fleet and higher tech) yet every time they left their port to offer challenge...the Castillians received the "wind" bonus

Yep, I found out that you cannot mix and match those numbers either....ie 1 warship and 9 galleys will not blockade :(

how about 2 warships and 8 galleys?

Then it is a bug. As the blockading force you are supposed to get the wind bonus automatically.

In all the test I've done, you can actually mix warships and galleys, as long as you meet the "10 galleys" strenght (1 warship = 2 galleys)

In the example fleet you're giving (9 galleys + 1 warship) it should be a blockade-effective fleet

Anyway, sometimes blockades are not effective simply because the fleet is not placed in the right sea zone:

(a nice picture from the UFAQ :))

No_blockade.jpg

(see the question for a description; also, some provinces in the map have the port symbol misplaced in the coastline = the exit/entry seazone is not the one supposed to be)

What I've been unable to confirm is something I once read: someone said that a BIG number of transports can also blockade a port...In my test I built and massed over 40 transports but no blockading effect was done, even when mixed with 9 galleys

Also, in all the tests I did (and in my playing experience, IIRC) whenever a blockaded fleet made a sortie, it was the blockaders (is this a word?) who got the wind bonus, but didn't made a great number of tests about that, though

I also experienced that, too, albeit neither made a large number of tests

My experience, trying to run blockades, (war between my France and England) is that the wind bonus is apportioned normally (I get it sometimes, he gets it sometimes).

I thought I had read some where that you only got the bonus if you had forced the ships into the port. ie they had retreated there after a battle.
