In all the test I've done, you can actually mix warships and galleys, as long as you meet the "10 galleys" strenght (1 warship = 2 galleys)
In the example fleet you're giving (9 galleys + 1 warship) it should be a blockade-effective fleet
Anyway, sometimes blockades are not effective simply because the fleet is not placed in the right sea zone:

What I've been unable to confirm is something I once read: someone said that a BIG number of transports can also blockade a port...In my test I built and massed over 40 transports but no blockading effect was done, even when mixed with 9 galleys
Also, in all the tests I did (and in my playing experience, IIRC) whenever a blockaded fleet made a sortie, it was the blockaders (is this a word?) who got the wind bonus, but didn't made a great number of tests about that, though
