This is a small suggestion, in the grand scheme of things, but one that I believe could and should be implemented in HOI4.
What I would love to see, is the ability to create separate 'administrative divisions' within your chosen faction in your annexed territory. This would be similar to the idea of using Theatre HQs in Hoi3 for rebel hunting in a given area, only hopefully less stupid.
I don't know about any of the rest of you, but anytime I annex Poland, or Yugoslavia in Hoi3 the theatre HQ under AI control that I created to suppress the rebels in that territory when they show up, just sits there and does nothing with the troops I gave it for the task. On other occasions, the AI just surrounds the rebels with every available troop it has and then does nothing to destroy them. It just sits there and I have to take it off AI control to finish the job.
What my idea does it create what the General Government was in Poland. An administrative body that took care of that district within the German Reich. Basically, a colony.
If the game was to believe that these administrative divisions you create were effectively countries, perhaps the AI would take rebel suppression a lot more seriously and do something about it.
I was thinking that it could be done using the same method EU4, only on a much bigger scale. In EU4 you can feed provinces off to your Vassels for various reasons (personally, I feed them provinces to help make them stronger and do most of the fighting in my many wars) but in this you would be able to select as many provinces you want and create a country only in name ( you would still get all the resources and IC that the provinces have to give) using a menu which allows you to choose its name and allocate a small number of troops to defend its territory which would never be allowed leave to fight in the rest of the war.
I feel that a small feature like this would be worthwhile as it allows the history buffs to create entities like the general government or the Reichkommandant Ostland, or Reichkommandant Ukraine, or whatever they want, which would also give those who dislike rebel suppression nuisances hoi3 keeps springing up every few months and relying on an AI that is either too lazy on some occasioms, or incompetent in others.
Alternatively, the micro-managers of the game can still choose to ignore it and deal with each rebel uprising theselves.
Anyone else feel that this would be worthwhile addition, or do you think that we should stick with the theatre HQ rout (I suspect that is what paradox will do, but that's not the point)
This could also have a secondary effect of helping to increase IC efficiency, much like administration helps with taxes in Vic 2 (the higher the administration value in the region the more efficient you tax collecting got) only there could be government officials you could install onto the administrative district, some being good in some areas, others better in other areas. These individuals would help to shore up administrative nightmares in less developed countries (Poland, Yugoslavia, Greece, and so on)
