Damaged armies will also draw their needed reinforcements from this MP pool at the beginning of each month (just like morale recovery), though the maximum reinforcement rate on each province is capped (no clue how it's calculated). You may not get all the units you need when the reinforcements tick.
Assuming you're paying full mainteneac an army in your territory will gain up to 200 men pr month, assuming the total amount of men is not over the supply limit.
In friendly territory, aka countries you have MA through or are your allies, and also enemy territory that you are currently in control ov, you gain up to 100men pr month pr unit.
In enemy territory you gain 10 or 20(not sure wich one) men pr unit at the end of the month. This is ofcourse also assuming you have enough available manpower.

Supply limit can be cheched by clicking on a province. Just like with unit regeneration it's much higher in your own provinces than in that of enemies. You got a multiplifier of 5 in your own homeprovinces and one of 3 if you are occupying enemy territory. Supplylimit will also variate with your tech(higher tech= higher supply limit), and unfriendly area like desert, jungles and winter can reduce supply limit for foreign units. Looting or burning a provinces reduces the supply limit for a certain amount of time(1 year??), but also reduces income from that province.

I've picked a year where nobody is bothering me as Bosnia so I can test stuff out.

So here is what happened. I started at 1449 I am at 1488..Tax 10.27, production 2.38. I am at 0.00(losing/gaining per month) and 10.78annually.
Interesting thing though is that production/tax based increased when I moved towards decentralization even though centralization gives the big tax modifier etc

Production income can be varying due to the change of supply demand on your trade good.
As for tax, you sure it's not because of the base tax increase event or stability increase event when you don't have 3 yet.
