When Nationalist China inherited warlord (through events) in late 1936/ early 1937, it shouldn't include Sinkiang (aka Xinjiang). Sinkiang had been a de facto independent warlord of Republic of China until late 1940s and in fact the leader of Sinkiang even once intended to join Soviet Union. Sinkiang should be very close to Soviet Union, if not a puppet of Soviet Union as in DH.

Below is the link to Wikipedia. Please check the "Republic of China" section.

Here I quote from wiki:
" In the Xinjiang War (1937), the entire province was brought under the control of northeast Manchu warlordSheng Shicai, who ruled Xinjiang for the next decade with close support from the Soviet Union, many of whose ethnic and security policies Sheng instituted in Xinjiang. The Soviet Union maintained a military base in Xinjiang and had several military and economic advisors deployed in the region. Sheng invited a group of Chinese Communists to Xinjiang, including Mao Zedong's brother Mao Zemin, but in 1943, fearing a conspiracy, Sheng executed them all, including Mao Zemin. In 1944, then the President and Premier of ChinaChiang Kai-shek, was informed of Shicai's intention of joining the Soviet Union by Soviets, decided to shift him out of Xinjiang toChongqing as the Minister of Agriculture and Forest.[53] More than one decade of Sheng's era had stopped."

AFAIK, the whole Warlords thing is a bit simplified in AoD for technical/gameplay purposes.

I'm not sure way bigger levels of accuracy could be achieved in that regard.

Well Sinkiang did get some tending in one of our patches. Via an event in 1937 Sovietunion can get a military accesses to Sinkiang.
